تشکل أمريکا اللاتينية أهمية استراتيجية واقتصادية للولايات المتحدة الأمريکية، وقد بدأت الولايات المتحدة الأمريکية تدخلها الفعلى في شئونها، وذلک عن طريق تدخلها الاقتصادي المتزايد بتشجيع تدفق الاستثمارات الأمريکية على بلدان القارة للاستئثار بمواردها، ولذلک اتبعت الولايات المتحدة الأمريکية سياسة الاحتواء والتبعية تجاه العديد من دول القارة ومنها فنزويلا، فالمساعدات الاقتصادية الأمريکية کانت جزءًا لا يتجزأ من الاقتصاد الفنزويلي، وقد نسجت الثروات المعدنية والحقول البترولية شبکة لايمکن اقتلاعها تربط الاقتصاد الفنزويلي بالمصالح الأمريکية، لذلک حرصت الولايات المتحدة الأمريکية على الحفاظ على علاقات ودية مع فنزويلا من خلال عقد اتفاقيات تجارية، وتقديم معونات مالية، ومساعدات عسکرية وقروض وغيرها من الوسائل التي حاولت بها تدعيم العلاقات فيما بينهما، حتى تتمکن من الحصول على البترول الفنزويلي.
ولتدعيم السياسة الأمريکية في القارة اللاتينية، قامت الولايات المتحدة الأمريکية بعقد العديد من الاتفاقيات والمؤتمرات الدولية مثل: مؤتمر البلدان الأمريکية بالعاصمة الفنزويلية کاراکاس مارس 1954م، مؤتمر ريو الاقتصادي في العام نفسه، وکان الهدف المعلن وراء عقد تلک المؤتمرات، هو تطوير التکامل الاقتصادي في نصف الکرة الغربي، وإعداد برامج تنمية خاصة بدول القارة اللاتينية.
ولکن الهدف الرئيس وراء ذلک هو مناهضة الشيوعية الدولية، والقضاء على المد الشيوعي في القارة اللاتينية وضمان إعلان دول القارة معاداتها للشيوعية.
 
Abstract:
Latin America forms a strategic and financial importance for U.S.A. U.S.A started its intervention in this continent through its increasing intervention which is represented in encouraging more and more investments in the countries of this continent to control its resources. To seek this purpose, U.S.A used the dependency and containment policy towards many countries inside the continent, among them was Venezuela. The American financial aids were an integral part of the Venezuelan economy. Mineral wealth and petroleum fields have spun off a network that cannot be uprooted, linking the Venezuelan economy to US interests. Therefore, the United States was keen on maintaining friendly relations with Venezuela during the conclusion of the trade agreement, providing financial aid, military aid, loans and other means by which you tried to destroy the relations between them, so that it can obtain the Venezuelan oil.
To support American policy in the Latin continent, the United States held several international agreements and conferences, such as: The Inter-American Conference in the Venezuelan Capital in” Caracas” in March 1945, addition to the” Rio” Conference which was held in the same year. The stated goal behind these conferences was to develop economic integration in the western sphere, and the establishment of development programs for Latin American countries.
Though, the main reason behind this is opposing international communism, eliminating the communist spillover in the Latin continent, and ensuring that the countries of the continent declare that they are anti-communists.
