الأمن الوطني والرعاية الاجتماعية في دولة الإمارات العربية المتحدة «تحليل بنائي تاريخي» National security In The United Arab Emirates "Historical Structural Analysis"

انطلاقًا من الطبيعة البنائية و التاريخية لنشأة دولة الإمارات العربية المتحدة, والتي تقوم على عدد من المبادئ والمسلمات المنظمة للأدوار و الوظائف الاجتماعية و المؤسسية التي استهدفت إرساء القواعد التنموية والتي بدأت بترسيخ مفاهيم التکافل الاجتماعي الذي کان المصدر الرئيس لمنظومة الرعاية الاجتماعية التي تشير إلى مجموعة الخدمات الاجتماعية المنظمة التي تقع على عاتق العديد من المؤسسات بهدف تقديم المساعدات الاجتماعية، وذلک من قبيل کون الرعاية الاجتماعية الوظيفة الأساسية التي ترتبط بالدولة لتفعيل العلاقات الاجتماعية فيما بين أفراد المجتمع و مؤسسات الدولة عادة, وهو ما يعکس درجة من الاستقرار والتوازن الاجتماعي الذي يُعد بمثابة الضمير الفاعل في القضايا التنموية التي تستهدفها اية دولة وصولًا إلى الأمن و الاستقرار المجتمعي و الوطني. وفى هذا الإطار, تسعى الدراسة الراهنة إلى توضيح مقومات الأمن الوطني في دولة الإمارات العربية المتحدة من خلال علاقتة بالرعاية الاجتماعية ومبادئها ومدى أهميتها لنشأتة وتأصيله.کما اعتمدت الدراسة الأسلوب الوصفي التحليلي، أسلوب تحليل المضمون للأدبيات المختلفة، وقد توصلت الدراسة الي عدة نتائج من أهمها: أن الرعاية الاجتماعية من أهم دعائم وکائز الأمن القومي وفقًا وما تقوم عليه من وظائف و تفعيل لکل ما من شأنه خدمة أفراد و مؤسسات المجتمع في شتى قطاعات الحياة, وهو ما أوضحتة الدراسة الراهنة، وتحديدًا في دولة الإمارات العربية المتحدة (مجتمع الدراسة).
Abstract:
Based on the structural and historical nature of the emergence of the United Arab Emirates, which is based on a number of principles and postulates organizing social and institutional roles and functions that aimed to establish development rules and that began to consolidate the concepts of social solidarity, which was the main source of the social welfare system that refers to the set of social services The organization that falls on many institutions with the aim of providing social assistance, such as the fact that social care is the primary function that is linked to the state to activate social relations between members of society and state institutions usually, which reflects a degree of stability and social balance that is considered as an active conscience in Development issues targeted by any country to security and societal and national stability. In this context, the current study seeks to clarify the elements of national security in the United Arab Emirates through its relationship to social welfare and its principles and how important it is to its origin and originality. The study also adopted the descriptive analytical method, the content analysis method of the different literature, and the study has reached several results, the most important of which are: that Social welfare is one of the most important pillars and awards of national security in accordance with its functions and activation of everything that would serve individuals and institutions of society in various sectors of life, which is clear from the current study, specifically in the United Arab Emirates (study community)
