دور شرطة البيئة والمسطحات في حماية مياه نهر النيل من التلوث

مرت شرطة البيئة والمسطحات بعدة مراحل , فقد کانت وزارة الحربية هي المختصة بحماية المسطح المائي والثروة السمکية حتى عام 1967، ثم تم تحويل تلک الاختصاصات لوزارة التموين والتجارة الخارجية إلا إنه في عام 1974, تم نقل اختصاصات تأمين المصايد إلى وزارة الداخلية, وفي عام 1978 ,تم إنشاء وتنظيم إدارة شرطة المسطحات المائية, وتختص الإدارة بوضع سياسة وخطط حراسة وتأمين وحماية المسطحات المائية وخطوط الملاحة، وقطاع الثروة المائية، والري، وذلک بالمناطق الداخلية أو البحرية التي يوکل لوزارة الداخلية مهمة تأمينها، وکذا حماية الأراضي والثروات الزراعية والثروة السمکية ومواجهة وضبط مصادر التلوث البيئي والعمل على تطبيق القوانين المتعلقة بها واتخاذ الإجراءات القانونية حيالها بالتنسيق مع الجهات المعنية ومديريات الأمن.
تقوم الإدارة العامة لشرطة البيئة والمسطحات بدورها في حماية مياه نهر النيل من التلوث بالتعاون مع الوزارات المعنية وبعض الأجهزة والمؤسسات التي تؤدي دورها في حماية مياه نهر النيل من التلوث. وعلى سبيل المثال تتعاون مع وزارة الموارد المائية والري في وقف التعديات على شواطئ نهر النيل والمجاري المائية ومع وزارة الصحة بتمکين الأجهزة الفنية بوزارة الصحة من أداء دورها في أخذ العينات من العائمات والمنشآت المرخص لها بالصرف على المجاري المائية ومع وزارة الدولة لشئون البيئة في أعمال الرصد البيئي لمصادر التلوث بنهر النيل ومع المحافظين ووحدات الإدارة المحلية بإخطاره فورًا بالحوادث ذات الأهمية لإتخاذ التدابير اللازمة بشأنها بالاتفاق بينهما وکذا مع الأجهزة غير الحکومية بتلقي التبليغات والشکاوي التي ترد إليهم من المواطنين والجمعيات المعنية بحماية البيئة.
ومن الامثلة على جهود شرطة البيئة والمسطحات في منع صور التلوث ضبط القائمين غلى إلقاء مخلفات، تعدي بالردم، وإقامة إنشاءات مخالفة بحرم النهر, وکذا إزالة التعديات المتنوعة المقامة بدون ترخيص على شواطيء وحرم النهرو الرسو المخالف للعائمات السياحية ومراکب النزهة. وبالنسبة لأجهزة الشرطة الأخرى أقسام ومراکز الشرطة المختصة مکانيًا تعمل على ضبط جميع جرائم تلويث مياه نهر النيل بتنفيذ قرارات الإزالة للتعديات وتقوم شرطة المرافق بالمرور على الکازينوهات والمباني المقامة على ضفاف النيل للتأکد من قيامها بإجراء الصرف الصحي من خلال الشبکات الرئيسة وتعمل الحماية المدنية على تأمين نقل وتداول المواد الخطرة وخاصة التي تتم بمجرى نهر النيل وشرطة السياحة والآثار تقوم بضبط جرائم تلويث مياه نهر النيل التي تقع من العائمات السياحية وشرطة النقل والمواصلات تعمل على مراقبة التزام وسائل النقل النهري بالاشتراطات والمعايير البيئية المطلوبة.
Abstract:
The Environment and Surface Police went through several stages, as the Ministry of War was the one in charge of protecting water surface and fisheries until 1967, then these specializations were transferred to the Ministry of Supply and Foreign Trade, but in 1974 the functions of fisheries protection were transferred to the Ministry of Interior and in 1978 Water surface police department was established, the department is responsible for setting policy and plans to guard, secure and protect water surface and navigation lines, the water wealth sector, and irrigation, in the interior or marine areas that the Ministry of Interior is responsible of securing, as well as protecting lands, agricultural wealth and fisheries, confronting and controlling sources of environmental pollution and working on Implement the laws related to them and take legal procedures regarding them in coordination with the concerned authorities and security directorates.
The General Administration of Environment and Surface Police performs its role in protecting the Nile water from pollution, in cooperation with the relevant ministries and some bodies and institutions that play their role in protecting the Nile water from pollution. For example, it cooperates with the Ministry of Water Resources and Irrigation in preventing encroachments on the shores of the Nile River and waterways, and with the Ministry of Health by enabling the technical bodies to play their role in taking samples from facilities licensed to drain into waterways And with the Ministry of State for Environmental Affairs in the work of environmental monitoring of pollution sources in the River Nile, and with the governors and local administration units, to immediately notify about the incidents to take the necessary procedures regarding them by agreement between them, as well as with non-governmental bodies to receive notifications and complaints received by citizens and associations concerned with environmental protection.
Examples of the efforts of the Environment and Surface Police in preventing images of pollution arrest those in charge of dumping waste, trespassing, and constructing structures in violation of the river campus, as well as removing various encroachments constructed without a permit on the shores and campuses of the river, and the mooring in violation of touristy boats and local boats. As for other police bodies, specialized police departments and stations work to control all crimes of polluting the waters of the Nile River by implementing the removal decisions for infringements, and the utility police pass through the casinos and buildings on the banks of the Nile to ensure that they conduct sanitation through the main networks. And the Civil Protection works to secure the transport and circulation of dangerous materials, especially those that take place along the Nile River, and the Tourism and Antiquities Police controls the crimes of polluting the Nile waters that occur from the tourist pools, and the Transport and Communications Police works to monitor the compliance of river transport with the required environmental requirements and standards.
