السياسة الأمنية الأمريکية بعد أحداث 11 سبتمبر عام 2001 م

يتضح من البحث أن منظومة سياسات الأمن القومي الأمريکي لن تعود لما کانت عليه قبل أحداث 11 سبتمبر 2001؛ لأن الأحداث والحرب على (الإرهاب) أحدثت ثورة في التفکير حول الأمن القومي الأمريکي، وولدت نظريات جديدة، واستحدثت أجهزة جديدة، وأنماطًا جديدة في العمل، وفي علاقات القوى بين الأجهزة. وتغيير بيئة علاقات القوى القائمة على صنع قرارات الأمن القومي الأمريکي، ويمکن افتراض أنه بعد أحــــداث (11 سبتمبر) تم رسم إستراتيجية عامة للأمن القومي في ظل أحوال أحـــداث (11 سبتمبر)، ومن ثم تأثرت الإستراتيجية, وقامت کرد فعل على (الإرهاب)، ولکن حين تعرضت الإستراتيجية للواقع نزلت على الکثير من مقتضيات الواقع الدولي والداخلي.
وهناک جانب کبير مما يتسم بالديناميکية في مفهوم الأمن القومي الأمريکي بعــــــــــد (11 سبتمبر) والحرب على (العراق)، فإن التحولات التي شهدتها إستراتيجية إدارة (بوش) بشأن الأمن القومي الأمريکي تمثل تغييرًا في الإستراتيجيات المرحلية والخطط الموضوعة لتنفيذ الإستراتيجية الأکبر؛ وأخيرًا يمکن تصور أنه في الأمد القصير سوف تتبنى الإدارات الأمريکية المتوالية في الحکم سياسات بين الاستمرارية والتغيير، أي إن الإدارات لن تتخلى عن السياسات والمفاهيم التي طرحتها بعـــــــــــــد (11 سبتمبر) وحرب (العراق)، وخصوصًا الحروب الاستباقية، ومبادرة الإصلاح السياسي والديمقراطية، مع استمرار تفوق وانفراد الدور الأمريکي في صياغة القرار الدولي وتغيير الأنظمة بالقوة.


Abstract:
It is clear that the US national security policy system will not return to what it was before the events of September 11. 2001 because the events and the war on (terrorism) revolutionized the thinking about American national security, new theories were born, and introduced new devices and new patterns of work and power relations between devices. There was a change the environment of power relations based on national security decisions; it can be assumed that after the events of September 11, a general national security strategy was drawn up under the circumstances of the events of September 11^th, The strategy was influenced by and reacted to (terrorism), but when the strategy, came to reality came down to many of the requirements of international reality and internal. There is a large part of the dynamic in the concept of US national security after 9/11^th and the war on Iraq. The shifts in Bush administration's national security strategy represented a change in the interim strategies and plans for implementing the larger strategy. Finally, it is conceivable that in the short term successive US administrations will adopt policies between continuity and change. That is, administrations will not abandon the policies and concepts they put forward after September 11 and the war of Iraq, especially proactive wars, and the initiative of political reform and democracy, with the continued superiority and unilateral role of the United States in the formulation of the international decision and changing of governments by force.
